As i am with ic markets is my vps for free, because i traded 15 lots.
If you are not able to trade 15 lots, then your vps will cost you each month 20 dollar. (you must be ic markets client to get the discount from 35$ to 20$ each month)
And the moment when you reach 15 lots, then you can add you to the list of getting the vps for free.

Consider vultr.com. $5/month for the smallest pack. But I recommend the $10.
