First, you need basic knowlegde of programming, then you can learn MQL4 (a lot of tutorials on Youtube). If you dont want to waste your time, hire a programmer.

Not a good idea because of the need of continuous internet connection which is not always the case, especially if it is a phone and you may be in low signal zones at times during the day. Not to mention that it could lead to high data usage costs in some cases. Otherwise it will lead to high CPU...
